Wayne was born in the East Bay, mostly attending Oakland schools. In 1972 he joined the Oakland Police Reserve unit and later entered the California Highway Patrol Academy. Wayne worked throughout the state in his 28 year tenure with the CHP including East Los Angeles, Hayward, San Francisco, Hollywood, Redwood City, Vallejo, Dublin, and Baldwin Park. In 2001, Wayne retired from the CHP as a Lieutenant out of the Contra Costa office in Martinez.

Wayne moved to Antioch in 1977. In 1982, when his mother retired as a tax preparer, he took over her business of less than 50 clients, while also working for H+R Block. As a licensed Tax Preparer for the past 25 years, Wayne frequently reviewed mortgage statements, property tax statements, and real estate contracts. In his review, he noticed that many of his clients were paying outrageous fees, points and unnecessary prepayment penalties. Wayne began taking college courses in Real Estate and Mortgage Financing and earned his Real Estate license.

Having been in Scouting as a youth, Wayne was awarded his Vigil membership in the Order of the Arrow in 1966. Wayne organized the first CHP Police Explorer program for teenagers and started 6 other CHP Police Explorer Posts throughout the Bay Area. Wayne has been Scoutmaster of Troop 153 in Antioch since 2001 and continues to help youth in East Contra Costa County. Wayne also serves as a volunteer on the Board of Directors for the Parkridge Homeowners Association (since 1984); and the Contra Costa Police Athletic Association (since 1997).

Wayne has four sons: Michael is in the Army (just returned from Iraq); Evan is in the Navy on a submarine in Hawaii; Trevor goes to Diablo Valley College and is an Eagle Scout. Matthew is a junior at Deer Valley High School, and just a few merit badges away from earning the rank of Eagle. Wayne also has a grandson which goes by the name of Aaron.

Wayne is truly a servant to the public and spent his entire career helping other people. While all his positions have been rewarding, he enjoys helping people find happiness in being able to buy their first home, refinance for a better rate, pay off all their debt, purchase investment property, find tax deductions or lower their tax liability.
